Telegram in UAE and Dubai: what the TDRA actually blocks in 2026
Texts work, calls don’t
If you’re using Telegram in Dubai, the pattern is probably familiar. You send a message, a reply comes back, everything looks normal. Then you try a voice or video call and it just sits there. No error, no explanation, it simply never connects.
That’s not a bug and it isn’t your phone. It’s policy, enforced at the network level, and it’s been in place for years. This article covers what the UAE actually blocks, why consumer VPNs stop working there within days, and the setup that keeps Telegram running, including calls.

Watching how accounts behave inside heavily filtered countries is part of the job, and the UAE is one of the most misunderstood cases. Most people assume Telegram is fully blocked there. It isn’t, and the nuance matters, because getting it wrong means fighting the wrong layer of the problem for months.
What the TDRA actually blocks
Telecoms in the UAE are governed by the Telecommunications and Digital Government Regulatory Authority, the TDRA. It replaced the older TRA branding in 2021, but the underlying policy didn’t change with the rename. The TDRA’s position on voice over IP has been stable since roughly 2017: voice and video calls over unlicensed third-party apps are prohibited. The only licensed alternatives are two apps, Botim and C’Me, both operated by entities connected to the country’s two telecom operators.
That last detail explains why enforcement is so clean. There are only two licensed operators in the UAE, e& (formerly Etisalat) and du. Every SIM in the country routes through one of those two networks. There’s no independent carrier and no third path for data to slip past a regulator’s mandate. When the TDRA restricts a service, it lands uniformly across the country’s mobile and fixed internet at once. Telegram’s calling features aren’t on the approved list, and both ISPs are required to enforce that at the network layer.
The block is inconsistent by design
Here’s the part people miss. Text messaging on Telegram in the UAE works most of the time. Groups, channels, bots, and file transfer usually go through fine. Data from OONI, which measures censorship worldwide, shows a pattern of intermittent interference on the text side rather than a permanent block: probe failures against the web interface, periodic disruption to Telegram’s data centers, then it eases off again.
These blocks are never announced. They tend to intensify during politically sensitive periods and ease afterward, which is exactly why the experience feels inconsistent instead of like a clean cutoff. One week everything works. The next week a channel is sluggish and media won’t load. The one restriction that’s held steady since 2017 is the call ban. Text is intermittent. Calls are blocked by design.
Why your VPN keeps dying
Most people respond to this by reaching for a VPN. It works for a few hours, sometimes a couple of days, then it stops. That’s not bad luck.
Both e& and du run commercial deep packet inspection gear that fingerprints VPN protocols by how the traffic behaves, not just by which IP address it’s talking to. OpenVPN over UDP is close to self-identifying: its handshake timing, packet sizes, and connection setup sequence have been documented for years, and censorship systems keep signatures for all of it. WireGuard is harder to spot from packet shape alone, but it uses predictable UDP ports and doesn’t pad traffic, so under sustained flow analysis it gets fingerprinted too. DPI doesn’t need to break the encryption. It only needs to recognize the shape of the tunnel.
On top of that is the shared IP pool problem. Freedom House’s reporting on the UAE describes IP-based blocking of commercial VPN infrastructure as routine and systematic there. Consumer VPN services cycle through the same datacenter address ranges, DigitalOcean, AWS, Hetzner, Vultr. Once enough traffic from a given range gets flagged, the whole range goes on the block list. A VPN that worked in 2023 worked because those IPs were still clean. They mostly aren’t anymore.
There’s a third layer worth knowing about: SNI inspection. During a TLS handshake, many clients still send the destination domain in plaintext as part of the Server Name Indication. Even where newer TLS versions can hide this, plenty of consumer apps still leak the domain because the software hasn’t caught up with what the protocol allows. Telegram’s own obfuscation helps here, but how much it helps depends on how recently the TDRA updated its signatures, and those updates come faster than most users expect.
A mobile proxy is a step up, but verify it first
A genuine step up from a VPN is a mobile SOCKS5 proxy behind a real mobile IP in a neutral country. A real carrier IP moves through DPI cleanly because it isn’t in any VPN range, it carries carrier-grade NAT characteristics, and it looks like ordinary outbound traffic from a foreign mobile network.
If someone hands you an endpoint, verify it before trusting it. Using curl with the socks5h scheme resolves DNS through the proxy rather than locally, which matters for this check. If the endpoint is a genuine Singapore mobile IP, the response will show a Singapore carrier: SingTel is AS7473, M1 is AS8529, StarHub is AS9506. If you see AWS, Hetzner, or another datacenter network instead, it’s a datacenter IP marketed as something else, and none of the survival properties apply.
The catch with this route is sourcing a proxy that’s genuinely dedicated rather than a rotating residential pool. Rotating addresses fragment the session history that makes a mobile IP look trustworthy to Telegram in the first place.
The setup that actually holds: a Singapore cloud phone
The option with the highest survival rate solves this at a different layer entirely. Instead of routing a Dubai phone’s Telegram session through a proxy, you run Telegram on a physical Android device in Singapore, on a real Singapore SIM, and access it remotely through a browser. From every network’s point of view, the Telegram session never originates in the UAE at all. It originates from a Singapore mobile carrier range. The TDRA’s filtering never touches it, because there’s no Telegram traffic on the local link to filter.
Why Singapore specifically
This is jurisdictional as much as technical. Singapore is one of the UAE’s most significant trade and investment partners in Asia. The two countries have a bilateral investment treaty and a comprehensive economic partnership agreement signed in 2022, with deep cross-exposure in financial services and real estate. Blocking Singapore carrier ranges wholesale would create diplomatic and commercial friction well before it produced any regulatory upside. That’s not a permanent guarantee, but it’s a structural disincentive that a random server in Frankfurt simply doesn’t carry.
Access Now’s KeepItOn coalition, which documents internet blocking events globally, has no record of UAE action against Singapore mobile carrier networks. In practice, a Singapore SIM carrying a Telegram session looks, to everything in the UAE traffic path, like a foreign roaming event from a friendly country, the same signature a Dubai businessperson visiting Singapore for a week would generate.
What the latency actually costs you
There’s a real latency cost here and it’s worth being upfront about it. Singapore to Dubai over a direct submarine cable runs around 130 to 150 milliseconds round trip. Accessing the cloud phone through a browser session adds roughly another 60 to 90 milliseconds on top of a local connection, since that control traffic travels to Singapore and back.
For reading and typing messages, that’s invisible. Telegram is asynchronous, and its polling intervals absorb it. For voice calls, you’ll notice it. Telegram’s audio codec tolerates a useful range of delay before quality drops, so expect roughly 60 to 120 milliseconds of added one-way latency compared with a call placed directly from Singapore. For most conversations that’s workable, and a slightly laggy call that connects beats a call that never connects, which is the only alternative from inside the UAE.
How onboarding works
Onboarding is concierge based. You get a link to a browser-based session running on a live Android device in the Singapore farm, connected to a real Singapore SIM. Your number and your IP are two different things
A common point of confusion: a phone number’s country code and an account’s IP address are unrelated questions. A +971 UAE number logging in from a Singapore IP isn’t a problem on Telegram’s side. The platform doesn’t penalize connecting from a country different from the number’s origin. What it watches is behavior: new device logins, unusual session patterns, rapid group joins, mass outbound messaging. Geography mismatch between IP and number isn’t on that list.
Securing the account once it’s out
Once an account is running on Singapore hardware, harden it properly. Two-step verification is non-negotiable if the account matters, and it should be set before moving the session anywhere, since it’s the only layer left protecting the account if the session link is ever compromised. Pair it with a recovery email on a provider not subject to UAE data-sharing obligations. And turn off contact sync. Syncing a full UAE contacts list maps an entire social graph to the platform’s servers, and that data persists longer than most people expect, so anyone with sensitivity around their use case should manage contacts manually.
