Why Your IP and Proxy Decide How Much Telegram Trusts You (2026)
People assume Telegram judges an account by what the account does. It does, eventually. But the first thing it judges, before you send a single message, is the network you connected from. We run the IP layer for managed Telegram hosting on dedicated Singapore hardware, and the pattern we see every day is blunt: the same exact behaviour from two accounts produces two different outcomes, and the variable that splits them is almost always the IP.
This is the deep version of that story. Not tips, not tricks. How the scoring actually works, what signals Telegram and the data providers behind it read off your connection, and what genuinely changes when the IP underneath you is a clean mobile one instead of a datacenter range that ten thousand people already burned.
how telegram reads your ip
When your client opens a connection, Telegram sees a source IP address and the metadata attached to it. That metadata is not a single number. It is a stack of signals pulled from public routing data and commercial reputation feeds, and Telegram weighs them together into something we can only describe as a trust posture for that connection.
The first lookup is the ASN, the Autonomous System Number that owns the IP block. ASN tells Telegram who operates the network: a mobile carrier, a home broadband provider, a hosting company, or a cloud platform. That single fact carries enormous weight, because it correlates almost perfectly with how much abuse historically came from that network. The second layer is IP type classification. Is this address residential, mobile, datacenter, or something in between? The third is geolocation: where does the IP claim to be, and does that match the phone number’s country, the language, the timezone the device reports? The fourth is reputation: has this exact IP, or its neighbours in the same block, been associated with spam, mass registration, or bans before? Telegram does not need to maintain all of this itself. Most of it is bought from the same fraud-scoring databases that banks and payment processors use.
The account has not done anything yet. It already has a score.

Think of IP reputation as tiers, ranked roughly by how hard it is to abuse the network at scale.
At the top sit mobile carrier IPs. These belong to the ASNs of real telcos: in Singapore that means SingTel, M1, StarHub, and MVNOs like Vivifi riding on their radio. A mobile ASN signals a real SIM on a real radio network, which is expensive and slow to acquire in volume. Below that sit residential IPs: home broadband and fibre. Real people live behind them, so the baseline trust is decent. The problem is the residential proxy market, which resells access to those connections at scale, often without the homeowner understanding what is happening. Telegram knows this market exists and has learned to be suspicious of residential ranges that suddenly behave like proxy exits. At the bottom sit datacenter and cloud IPs. These belong to hosting ASNs: the AWS, OVH, DigitalOcean, and bulletproof-host ranges of the world. No human lives behind a datacenter IP. Its only purpose is to run servers. So when Telegram sees a fresh registration arriving from a cloud ASN, the prior probability that it is automation rather than a person is very high, and the trust posture starts low. The practical effect of these tiers shows up at the exact moments Telegram applies friction: registration, the first hours of activity, joining groups, and messaging people who are not in your contacts.
From a datacenter IP, registration itself often succeeds. That fools people. The phone number verifies, the account exists, and everything looks fine for a day. Then the account starts doing normal things, joining a few groups, sending a first message, and it hits a wall: a peer-flood limit, a cooldown, or a full restriction that blocks writing to non-contacts. The account did nothing unusual. The IP underneath it spent its trust budget before the account was even born.
From a residential IP, the experience is gentler but unstable. If the residential range is clean, things work. If the range is a known proxy pool, you inherit the sins of everyone else who exited through it that week. The variance is the problem. You cannot predict which residential exit you will get next, and the trust posture lurches with it.
From a clean mobile IP, the friction mostly disappears, because the network itself is the proof Telegram wants. The account is allowed to behave like a normal person on a normal phone, which is what it is. the fraud-score databases
Telegram does not build its IP reputation alone, and understanding this is the key to the whole topic. There is an entire industry of IP intelligence providers whose business is scoring every IP address on the internet for fraud risk. MaxMind is the best-known, with its proxy and risk scores; MaxMind sells exactly the kind of feed that platforms use to flag connections. There are many others doing the same: IPQualityScore, IP2Location, and the in-house feeds the big platforms run.
These databases hold, for each IP, a set of attributes: is it a known VPN exit, a Tor node, a public proxy, a hosting provider, a recently abused address. They attach a numeric fraud or risk score. When Telegram evaluates your connection, it is almost certainly cross-referencing one or more of these feeds, plus its own historical record of what happened the last time accounts connected from that address.
This is why an IP you bought yesterday can be radioactive today. Someone scored it before you. If a proxy provider sold the same datacenter IP to a thousand customers running bots, that IP is in every fraud database with a maximum risk score, and no amount of careful behaviour on your part will undo it. cgnat and shared ip problems
Carrier-grade NAT is where this gets genuinely subtle, because it cuts both ways.
CGNAT means many users share one public IP address. The carrier maps thousands of private subscriber connections onto a single public IP using port translation. Real mobile networks do this all the time. It is normal, and Telegram knows it is normal, which is precisely why a shared mobile IP is not automatically penalised the way a shared datacenter IP is. The danger of shared IPs is contamination. If you share an IP with abusers, their behaviour can drag your trust posture down. On a clean mobile network with a sane subscriber population, your neighbours are real people doing normal things, so sharing is fine. On a cheap shared proxy, your neighbours are bots, and you inherit their reputation. The nuance most people miss: CGNAT on a real carrier is good cover, not a liability. It makes you look like one of millions of legitimate subscribers. CGNAT on a hosting provider is a tell. The shared IP itself is not the problem. Who you share it with is.
why the same action gets different results
Now the question that sends people to us in the first place. Two accounts join the same five groups and send the same first message. One is fine. One is restricted within the hour. Why?
Because the action was never scored in isolation. Telegram evaluates the action against the trust posture of the connection it arrived on, plus the consistency of the whole signal package. The restricted account almost always has at least one of these against it: a datacenter or flagged-residential IP, a geo mismatch between IP and phone number, an IP with a high fraud score in the databases, or a shared address whose other tenants are misbehaving.
The clean account has a coherent story. Mobile ASN, Singapore IP, Singapore-region number, consistent timezone, an address with no abuse history. Telegram looks at that and concludes it is probably a real person, so it extends the benefit of the doubt and lets borderline actions through. So the action is identical, but the prior is not. You are not being judged on what you did. You are being judged on what you did given who Telegram already thinks you are, and the IP wrote most of that prior before you typed a word.

Here is what actually shifts when you put a real, dedicated mobile IP under an account, from running thousands of these.
Registration friction drops, because the mobile ASN is the strongest single signal that a human is present. The early-life restriction window, the first few days when new accounts are most fragile, gets far easier to survive, because Telegram is not starting you in a hole. And you stop inheriting strangers’ reputation, because a dedicated address means the history on that IP is your history alone.
What it does not do is make you immune. A clean IP buys trust; bad behaviour spends it. If you blast a clean mobile IP with obvious spam, you will burn it, and then you are back to needing a clean one. The right way to think about it is a budget: the IP sets your starting balance, your behaviour decides how fast you spend it.
